What the work involves and how we assess it

01

Understand the Cape Town transfer requirement

A water-installation Certificate of Compliance for property transfer is not a general guarantee that every concealed pipe is defect-free. The City requires checks against a defined water-installation checklist, and the certificate must be completed by a plumber registered with the City of Cape Town. We first establish whether your request relates to a sale, an alteration or another inspection so the correct scope is discussed. A general plumbing trade qualification does not by itself prove current municipal authority to issue a transfer certificate.

02

Items on the municipal inspection checklist

The City checklist addresses leaks relevant to its specified items, meter operation, absence of stormwater discharge to the sewer, separation of potable water from greywater or other non-potable systems, and relevant compliance of the water installation. We discuss known dripping fittings, pressure controls, geyser-related plumbing and accessible points before a visit, but only the prescribed inspection can determine which items pass. A completed refurbishment is not a substitute for the correct official form.

03

Remedial repairs and independent certification

A defect may require a simple repair, a change to pipe connections or more extensive access. We distinguish finding the defect from quoting its repair, completing the correction and retesting. If a qualified City-registered signatory is required, that sign-off must come from an authorised person; we do not promise certification before inspection. The conveyancer normally submits the signed official certificate to the City. Property sellers should confirm transaction timing with their transfer attorney.

04

What sellers and agents should send us

Provide the property suburb, approximate age, type of property, transfer timing and any previous inspection findings. Tell us about secondary water sources, linked rental units, leaks or changed plumbing. We can then determine what can be scheduled through our registered capacity and what documentation or specialist verification is still required. We will never create a certificate from a telephone description or imply that an uninspected installation has passed.

Situations to discuss

Common job conditions that change the approach

Describe what you have observed before requesting work. These examples are not substitutes for an on-site diagnosis.

Sale subject to transfer

Ask your conveyancer when the City water-installation certificate is needed and identify the registered person who will sign it.

A borehole feeds garden taps

Describe how non-potable supply is separated and whether any connections approach the drinking-water plumbing.

An inspection identifies a leak

The appropriate next step is a repair scope and retest; a failed item cannot simply be ignored to accelerate transfer.

Preparing the request

What to have ready before arranging an assessment

If you are transferring a property, ask the estate agent or conveyancing attorney whether an inspection has already been arranged and which version of the prescribed water-installation form is required. Gather any previous plumbing corrections and information about rainwater or borehole connections. The inspection concerns the property installation as it actually exists, not just the seller’s stated intention to repair it before moving out.

A water compliance finding can involve a small, accessible dripping fitting or a defect requiring a more detailed pipe investigation. These have different repair and retesting implications. The City-registered professional must be identified before the job is accepted as a certificate-issuing appointment. If Katawa is coordinating work with an appropriately registered signatory, the client should know who will sign and what is included.

Scope and quotation

What influences the cost and practical work?

Consult the official City water-installation transfer certificate requirements. Only a plumber registered with the City may complete the certificate; the conveyancer submits the signed form.

Frequently asked questions

Water Installation Certificate of Compliance: questions

Does a plumbing CoC prove the house has no hidden faults?

No. The City certificate addresses its prescribed checklist, not every future defect or concealed pipe condition.

Who can sign the certificate?

A plumber registered with the City of Cape Town must complete and sign the required water-installation transfer certificate.

Can repairs and certification be planned together?

Yes, provided defects are established and the final certificate is signed by a suitably authorised plumber.
