Pre-Purchase Electrical Condition Assessments: how we approach the work

01

Know the difference between a condition review and certification

A pre-purchase review helps a buyer understand likely risks and planned work. It is not automatically an electrical Certificate of Compliance and should not be marketed as replacing statutory inspections. We ask whether the purchaser needs a general condition opinion, cost planning for a renovation or a formal compliance inspection under the relevant rules. Existing certificates, dates and alterations can inform the enquiry, but a previous certificate does not guarantee the condition of every component today.

02

Assess visible workmanship and practical limitations

Depending on agreed access and testing scope, an electrician may review the distribution board, circuit labelling, earth leakage protection, visible cable routes and signs of unsafe alterations. Older houses, extensions and converted garages can have a mixture of installation periods. Hidden wiring behind walls cannot be fully assessed without access, so the findings must distinguish tested items, visually reviewed items and areas that were not inspected. The seller or agent should arrange safe access and any necessary permissions.

03

Link electrical defects to intended renovations

A homebuyer planning a heat pump, induction hob, EV charger or solar system needs a broader capacity view than a buyer making no changes. We look at whether the incoming supply, board space and circuit routes can support planned additions. A seemingly inexpensive cosmetic renovation can uncover electrical work once walls or kitchens are opened. A useful condition review identifies likely decision points instead of promising an exact unseen rewiring cost.

04

Report recommendations clearly without giving false certainty

The output should state the date, scope, access limitations, identified safety concerns and recommended next steps. Items posing immediate danger should be treated as priorities, while future upgrades can be separated from maintenance work. Any formal remedial work or CoC process is quoted and performed under the relevant registered-person requirements. We avoid suggesting that a buyer can rely solely on photographs or a verbal site visit for compliance assurance.

Situations worth discussing

What the symptoms may mean

An older home has extensions without clear electrical records

Separate visible concern areas from matters needing formal tests.

A buyer wants solar installed soon after transfer

Review likely DB, supply and roof-related interfaces before budget approval.

A sectional-title purchase has a private and communal supply

Clarify which circuits and boards fall within the agreed inspection scope.

Planning & quotation

What affects the work and the quotation?

We agree on the inspection or installation scope before substantial changes proceed. Site conditions and product compatibility matter more than an unverified fixed price.

Frequently asked questions

Pre-Purchase Electrical Condition Assessments: frequently asked questions

Is this the same as a property-transfer CoC?

No. A condition review and formal certification have different purposes and requirements.

Can you guarantee there are no hidden defects?

No. Scope and access limitations must be stated; concealed areas can require further investigation.

Should I book the inspection before making an offer?

Discuss timing with the agent and conveyancer; access and contractual conditions vary.
