Municipal or Private Water Leak? Cape Town Property Responsibilities

A wet pavement, a spinning meter or a burst pipe just inside a gate can look like the same problem. The location of the defect determines who should investigate it, who may work on it and how quickly an isolating valve matters.

Municipal vs Private Water Leaks: what matters before you book

01

Start with the connection point, not the size of the leak

The City generally maintains the supply up to its municipal connection point, while the pipework inside a property boundary is the owner’s responsibility. This is why the first question is not simply whether water is leaking outdoors. An underground failure on a private incoming service can surface on a pavement or near a driveway; a municipal fault can also send water towards private land. We ask where the visible water appears, whether neighbouring supplies are affected, which side of the meter or connection may be involved, and whether the property has a working private stopcock. Physical inspection, not a photograph alone, must establish the scope of any repair.

02

When to report a public-side fault

A suspected leak on a City connection, street main or public infrastructure should be reported through the City’s current service-request channels. Record the street, nearest landmark, approximate location and whether water is creating a hazard. We do not present Katawa as authorised to open municipal meters or repair City-owned infrastructure. If water is flooding a road, undermining ground or reaching an electrical installation, keep people away from the hazard and notify the relevant authority. An assessment of the private installation can proceed separately when it is safe to do so.

03

Why a functioning stopcock changes the job

A private isolating valve lets an owner stop the supply to a property without interrupting the street. The City specifically advises property owners to maintain these valves and explains that a municipal shutdown may involve an additional charge where no private isolation is available. Before planning a pipe repair, confirm whether the valve can be operated safely, whether flats or outbuildings share the supply, and whether occupants need notice. Where an isolation valve is seized, inaccessible or missing, its repair can be a worthwhile separate scope alongside the immediate leak.

04

Evidence to collect before requesting a visit

Take a photograph of the wet area from a safe location, note when it first appeared, and tell us whether the meter is moving when known water users are off. Include any recent construction, paving or irrigation changes. An unexplained meter movement suggests consumption but does not identify the fault location: running toilet valves, garden supplies and automatic filling systems can produce similar symptoms. We establish whether the work calls for a private leak investigation, isolation repair or a municipal fault report, and explain any limits before quoting excavation or replacement.

Situations worth discussing

How to recognise the different situations

Water is running down the public footpath

Report the visible location to the City and check whether nearby properties are also affected; do not lift meter covers.

The incoming pipe leaks after the meter

Arrange assessment of the private supply route and find out whether the owner’s stopcock can isolate it.

Water appears near a driveway but the meter is still

Surface runoff and underground paths can conceal the source. Treat meter behaviour as a clue, not a verdict.

Frequently asked questions

Municipal vs Private Water Leaks: common questions

Does a leak outside my wall automatically belong to the City?

No. Pipe ownership normally follows the connection boundary, and underground water can surface away from its source. Confirm the location before allocating responsibility.

Can Katawa shut off water for an entire street?

Municipal distribution shut-offs must be arranged through the City. We can assess private-side isolation and plumbing work within our verified scope.

What information helps a plumber attend efficiently?

The suburb, exact location of visible water, meter behaviour, access conditions, and whether a functioning private isolation valve is present.
